Home Information Packs

During 2007, homes which were put up for sale were required to have a Home Information Pack. Originally required for 4 bedroom properties, then extended to 3, from 14th December 2007 all properties are now required to have one. This must include an energy efficiency certificate from a qualified surveyor, and evidence that the seller owns the property. Additional optional information may be included.

Home Information Packs have been introduced with much less mandatory content than was originally proposed. The biggest change is probably the energy performance certificate which provides information about the construction of the property, the heating system, double glazing and insulation etc. This certificate would be commissioned and paid for by the seller. The pack must also contain evidence that the seller owns the property (i.e. the title as registered with the land registry).

Optionally, the pack can also contain further information of use to the buyer, which may allow the sale to proceed more quickly. For example, this could include details of improvements made to the property over the years, building certificates etc.

Generally speaking, the energy efficiency certificate must be dated within 3 months of the start of marketing the property. There are time limits for other documents included in a pack.

Exceptions for properties which don't need a pack include those due for demolition, non-residential, holiday accomodation or where a portfolio of properties is sold en-bloc. 

Properties which were already on the market before 1st August 2007 do not require a HIP - there is a year's grace period. 

This requirement was brought in initially for 4 Bedroom houses from 1st August, and extended to cover 3 Bedroom properties from 10th September 2007. Finally, homes of all sizes were included from 14th December 2007.
